[DCART] ICS courses

Seems many, if not most, DCART members have satisfactorily completed the 
ICS-100 course. Compliments on this accomplishment.

For those desiring to move forward with other ICS courses, a good place to 
get going is:

www.learningservices.us/FEMA/LMS/.

ARRL recommends the 100, 200, 700 and 800 courses.  They are all available 
at this site and, once you've gained access with your password, you can keep 
going back as often as you wish.

There are two or three other ways to gain entry but this one seems to work 
well.
