[DCART] DCART Meeting results

Hi all!

Here are the results from the DCART meeting held on 20Feb06. In 
attendance were WB6W, KB7BZE, KV7J, KF6MBH, KD7OKI, KD7NIR, KD7JMR, 
KV7S, KD7NHC.

We will be starting a weekly DCART net. The first meeting will be 
next Monday, 27Feb06 at 1830L and will be every Monday that DCART 
doesn't have a regular meeting. The net will meet on the 147.27+ 
(123.0 PL) repeater.

Ed Tune KV7J provided copies of the ICS 420-1 document, "Field 
Ooperations Guide" (or "FOG"). It's a concise description of ICS. The 
version we have is dated January 2001. I have an older version, dated 
September 1983 and it's only a third as thick!

The rest of the meeting...

The first item discussed was DCART organization. There is a need for 
at least two Assistent ECs (AEC's) in DCART. They will be acting EC 
in the event that the EC isn't available for some reason.

Cynthia Bagley KB7BZE will be writing a DCART SOP for self announcing 
events. An example of a self announcing event is an earthquake - no 
explicit call up should be necessary.

Glenn Thomas WB6W will be revising the call up tree for events that 
do not announce themselves. This will be a system where everyone may 
be called twice. There is reliability in redundancy! I'll also be 
pruning the membership list so that the people who may be called are 
those who wish to be.

Judy Thomas KF6MBH provided refreshments for the meeting. Phyllis 
Lewis KD7OKI volunteered to provide refreshments for the March 
meeting. Hopefully we'll be able to spread this chore around so that 
everyone can enjoy and no one will get stuck with it.

The need for a weekly net was discussed and Monday's at 1830L on the 
147.27+ (123 Hz). The purpose of the net is to keep DCART members 
better in touch with each other, test emergency 2m gear every week 
and provide additional training.

In the next few months we will establish a DCART PBBS, based on JNOS. 
Initially it will be stand alone but is expected to be linked into 
other ARES/RACES packet systems as they come on line. One of the 
monthly DCART meetings will be dedicated to training on use of the 
DCART PBBS system.

Our served agencies will be approached to provide training on their 
"way of doing business". Agencies/topics may include, ICS from 
whoever is qualified (county fire?), "Into to Disaster Services" from 
Red Cross, same general topic from Salvation Army. Also other topics 
as suggested by agencies.

After refreshments, an exercise was held. The goal was to have each 
member in attendance program their 2m radio to a frequency they 
likely have never used before and demonstrate their success by making 
contact with another DCART member who had just done the same thing! 
Everyone successfully completed this exercise.

Hopefully I haven't butchered anyones name or call in this note. If 
so, my apologies and please correct me so I won't do it again. See 
you all on the net next Monday at 1830L, 147.27+ (123 Hz)!
