Use of radios for commercial purposes requires a FCC Commercial license, in which they assign a frequency for you to use. Best bet is to work with P&R or one of their competitors.

Anyone:

I am seeking a suggestion for a FRS radio for communication
about and around the City of Dayton golf course.
Maximum distance ~0.6 miles.
Very lightly wooded.
~<= $62.50 per radio for 8 radios.
