A GMRS license cannot be issued to businesses; it is only available to 
individuals.
However, an individual can obtain a GMRS license that covers their 
immediate family,
allowing them to use the radios for personal or family business purposes.

Usage:
This is for the Golf Professional at the Dayton City Golf course,
a few employees, and >> 100 volunteers.
Volunteers: ~7 per shift, 2 shifts per day, 7 days a week.

I assumed that FRS would be a good choice.

Other than GMRS, what are the radio choices?
