Nothing I found in the notice I received from T-W or on the web page link
they gave indicated any plans to increase the speed in my area north of
Dayton, not far from George Ewing.

1. It's Time Warner saying this.

2. The increased *Intenet* speeds mentioned for Cincinnati were not
mentioned for Dayton. Telcos and Cable companies have LONG touted
such improvements which turn out to be for very tiny areas even inside
big cities, and totally ignore the vast majority of the population
    which is ignored.

3. The improvements are mainly touted to be TV and home Internet users.
As you've seen, home speeds and capabities aren't shared with the
Business Killer tiers where pricing is pulled from a different hat.
B-Road is supposedly 'Business Class', so I'd not hold my breath.

4. Time Warner has, in writing, touted to the FCC and quoted in the 2014
Measuring Broadband America report:

https://www.fcc.gov/reports-research/reports/measuring-broadband-america/mea
suring-broadband-america-2014#Desc_Tests%22

"From time to time, Time Warner Cable, initiates free speed upgrades to
its customers to thank them for their business. At times, these
"customer appreciation" speed increases require the customer to upgrade
their existing cable modem to take full advantage of the new Internet
     speed available to them."

Despite this, they chose to DOWNGRADE our 'Business Class' service from
10down/1.5up Mbps to 10/1.0 rather than 'appreciatively' moving us to the
existing 12/1.5 service which they *could* have done. This was totally
without any notice, and once discovered, they flatly REFUSED to restore the
original speed OR provide a cost reduction for the decreased speed.

They also indicated in the Cincy article that people would have to 'upgrade'
to a new digital TV box. While not unreasonable for technical reasons, it
will cost more eventually.

We'll see.
