[DARARepeater] Cincy Ham Fined by FCC

Proposed action by FCC to fine Daniel R. Hicks KB8UYZ of Cincinnati for 
repeated interference with communication using a pre-recorded message, and 
for transmitting a call sign assigned to another operator.  Transmissions 
were traced by the FCC Enforcement Division to Forest Trail, Cincinnati, 
Ohio at the address of Hicks.

    "These transmissions were a deliberate act to prevent other
     amateur radio operators from conducting legitimate communications."

It is unclear just exactly what the "interfering transmissions" consisted 
of, and it is not stated why the call sign wasn't his.  I have heard some 
'extended content' ID's and self-promotion from some stations for their 
rag-chews and various nets.

Note that whether or not the offending transmissions were part of a 
repeater setup is not stated.  I've also assumed that a call sign coming 
from a repeater *could* be just another ham's repeater sharing someone 
else's tower.

If anyone knows this guy or has other information about what was being 
transmitted, it may be worthy of discussion for the group and DARA, 
especially those involved in repeater operations, or do tower sharing.
