They will help clean/clear up at their sources as in your home. It can prove
difficult if the noise is generated by your neighbors electronics.

If it is generated there and radiated from there, your antenna will pick it up.
Then it will come in your feed line to your radio. It is basic RF propagation.

On your feed-line, it only helps if the feed line is picking it up.

I live in a condo too and I had good results with ferrites.
Also added a mains filter, it helps a lot.
