Note however that the "Amendment 1" I referenced earlier contains
just this:
ITU-T Recommendation F.1 Operational provisions for the international public
telegram service Amendment 1 Division B of this Recommendation has been withdrawn. Its
content is now covered by ITU-R Recommendation M.1677.
There's no difference, but ITU-R M.1677 is now the definitive Morse
document, rather than "Operational provisions for the international public telegram
service". Thankfully, they agree with each other.

I keep on searching for Operational

addressed the Morse code in:

which had been an ITU Standardization
recommendation,
specifically Division B of ITU-T Recommendation
F.1, and which has now been withdrawn.
