I mean that the Chelsea 24 hour clock in radio was the clock that we used to sync our crypto. It was synced to WWV, CHU, or whoever we could hear once each 8 hour watch period. Tolerance for a clean sync was +/- 2 seconds.
An error of 20 seconds, good enough for radio logs, would be totally unsat.

Are you talking about a radio controlled clock or are you talking just about the black face 24 hour Chelsea clock in the radio room?
Again, what type of clock did you need for crypto - you mentioned it had to be quite accurate. A radio controlled clock getting pulses from WWVB or WWVL would be quite accurate, a radio room clock made by Chelsea even if it was sent to WWV every watch was less so, it would still be within a second of correct time if you checked it every watch.

Different clocks for different purposes. The clock for crypto
was probably an atomic clock or at least a crystal clock of some
sort, while the radio room clock is a reference clock and does
not require high precision. Same for navigation, I suspect atomic
clocks have been used for decades, at least prior to satellite
clocks which are virtually absolute.
