"KA" is according to the International Telecommunications Union, the
"Starting Signal".

It's sent before the telegram is sent.  In American Morse, they use
both the "KA" signal and the old Western Union signal of "HR" or "Hand
Ready".  After the address is sent in a telegram, the equals sign was
sent as a separator, the equals sign is "BT" which comes from Western
Union for "Begin Text".
