The key is a semiautomatic (bug) key that is especially out of where it was
developed during WWII by Russian Radiotelegraphists who had the Russian
Electric manufacturer modify Vibroplex as Speed-X keys by adding what I
call a "cootie dasher" - dots are made by the pendulum with the weight
being adjusted by moving the sliding weights you mention. Since the
vibrator is fixed at the rear, moving the weights towards the user of the
key slows down the key to about 18 WPM.
