[CW] Ban on Radio Transmissions in Ukraine

Somewhat germaine to this topic was my surprise at the significant number
of Ukranian hams participating in the CW test over last weekend.
They had a lot more to provide distraction than the general contest fatigue
that the rest of us wrestled with.
Props to them during these terrible times.
