It's of no great consequence, but the very latest (=2009) version of
ITU-R M.1677 is available as a PDF file here:
https://www.itu.int/dms_pubrec/itu-r/rec/m/R-REC-M.1677-1-200910-I!!PDF-E.pdf
It's also available in a Word format, or as a .zip file, via:
https://www.itu.int/rec/R-REC-M.1677-1-200910-I/ .
where it's available in English, Arabic, Chinese, French and Russian.
This supersedes a similar description which had addressed the Morse code in:
" Operational provisions for the international public telegram service"
which had been an ITU Standardization recommendation,
specifically Division B of ITU-T Recommendation F.1, and which has now
been withdrawn.
