    I didn't go so far as to look up the patent but the principle 
is very old. I am not sure how old but we used to demonstrate it 
using a tape recorder. Better class tape recorders had separate 
recording and playback heads separated by a short distance. The 
record head came first. These machines allowed monitoring the 
playback during recording. It would be delayed a fraction of a 
second, the time depending on the separation of the heads and the 
speed of the tape. If someone wore headphones and spoke into a 
microphone connected to the machine they would stop speaking 
almost immediately when the monitor was switched from the input 
to the playback head. Normally, the immediate playback was used 
to insure the quality of the recording but was also commonly used 
to produce a fake reverberation. "Tape echo" is very common in 
recordings made during the 1950s when tape recording was a new 
technology. It could also be combined with other types of echo, 
for instance Columbia Records often used it to produced a short 
delay between the first sound and the echo from a conventional 
echo chamber. It had a distinctive sound but they overused it.
    The effect on a delay on telephone side tone is also well 
known and could cause problems on links with long delay such as 
satellite circuits. So, I probably need to read what the Navy is 
doing to make sure I am not jumping to a conclusion but it sounds 
like its very old technology and maybe the writer of the article 
is just to naive to know about it.
