[CW] F.C.C. Maximum Permissible Exposure (MPE) Calculator via W1RC/VE2XL

I have no idea what errors are found, I just passed on a message from one
of the mailing lists I received comments from and right now I wish I had
left it alone.

Submit what observations to this list and have at it.
