Access to any station's "study" has nothing to do with it; stealth antennas very near to the living space would be far more likely to be out of compliance than would normal antennas located outdoors, whether the operator took the pains to conduct a study or not.
The HOA busybodies and others who might read the news of this decision wouldn't have to know anything about any "studies" or on-line calculators; it would just give them more ammunition to fight outdoor antennas even when based on misinformation about RF safety, without further ado.
Just like the two coronavirus vaccines that may in a few rare cases produce bloodclots, causing them to be temporarily taken off the market, will undoubtedly provide ammunition to the anti-vax crowd and those who say the whole thing is a hoax, and make others hesitant to take any kind of vaccination.
I'm surprised we haven't already seen a phony grassroots bandwagon started up decades ago fighting ham stations located in residential communities, based on published but irrational fears that "ham transmitters and antennas cause cancer".
