Jim,
The radio-officers at googlegroups.com list would be a much better list for
that query.
I don't know that fellow, but I knew Harvey Stickhartz who wrote the book.
Harvey was involved with the American Radio Association union school for
R/O's which was in various locations in NY, NJ, MD and AZ.
