[CW] cwpt2 tool final enhancements

The windows version does play under DOS as well. I'll add a note in the
read-me and index.html.

I you use lcwo.net (you can use test/test if you don't have a login
credentials) you can paste the generated short practice session below in
the screen "Convert text to CW" and get a taste of most of the options
combined into demo session.

The read-me ex 26 explains WHY this is the output based on the options and
the input, but the audio effect should be interesting.
