[CW] Character needed in International Morse: exclamation mark

    There was an exclamation mark in Continental code until the 
UTC changed it around in the 1938 conference. Originally the 
period was .. .. .. Comma was .-.-.- and the exclamation point 
was --..-- (also used as Warning High Power). I think the ITU 
wanted to eliminate variable spacing for some reason so the 
symbol for period was changed to the one for comma, the comma for 
the one for exclamation point, and the exclamation point 
eliminated. Probably it was thought that the exclamation point 
was just not used much.
