[CW] New ARRL Code Proficiency Certificate Program

     Grant has said it better than I did. I did not see this 
before I posted.
     I am not against the ARRL, it serves a necessary purpose. 
But its a matter of the membership taking responsibility for its 
actions and policies. Most people do not want to bother or think 
they can make no difference. Not true.
