[CW] New ARRL Code Proficiency Certificate Program

When they were free to all, I thought it was a wonderful thing to do, but
at $10.00, I'm not sure I'd get one, maybe I would. I did like it when such
things were freely given by ARRL, it made them very attractive to radio
amateurs, they were obviously generous.  I liked that.

I think there's a error where it says there will be an increase in
Qualifying Runs to four times a week, I think it should say from twice a
month to four times a month. Right now is held twice a month:
