Yes, and at the same time, German was the international scientific language.  Pretty much it is English for both of them, now.  It changes slowly, and with the American diplomatic situation of today, and the rise of China, that may change in another 100 years.  But, in the meantime, you travel to the world, and there are always English speaking shop keepers, embassy personnel, and schools.  English was originally spread from the UK, and its world travelers.  In a way, we are lucky to be native English speakers, because we have it easy in our travels. 
I spent two tours in Ethiopia (the state of Eritrea), which of course is its own country today. I often traveled into the countryside, with a Consulate officer who was in charge of Point 4 programs, (Today's US Aid offices)and my first realization (at age 22) about the subject, was visiting small village schools.  I would walk in and there were no desks: with the teacher, and the students, sitting on the hard packed dirt floor, with pieces of slate in hand, and printing or doing math with chalkstone.  The kids greeted us in English, and the one book in the classroom was an old, worn US published copy of DICK AND JANE. The same thing I had learned to read from 16 years earlier.  Their teacher was probably about 20, himself.
