[CW] D1 and D0 prefixes are Eastern Ukraine "Donetsk People's Republic."

D0 and D1 prefixes are being used from the separatist eastern Ukraine
"Donetsk People's Republic." Definitely not Crimea, where normal Russian
calls in the 7K series (R7KZ, etc.) are in use.

Whether contacts with D0 and D1 stations count for anything depends on the
contest sponsor but there is no penalty.
