[CW] Numbers Station

I have heard this in the past. FEMA used to do this but never on
amateur frequencies, and FEMA identified once every half hour.
W1OJ who worked for FEMA told me that the numbers email lists were
going nuts about FEMA and what the coded messages meant, but in
reality W1OJ just hooked up a MFJ keyboard and used the code group
function to send these number strings - cipher letter groups.
