[CW] Two New Amateur Bands

 "adopts rules to implement certain radio frequency allocation decisions
from the World Radiocommunication Conference." 

Does that mean it is a done deal, and those are now ham bands? Or does
that just mean that they are moving forward towards doing it? 

Also wondering if there is any progress towards 60 meters becoming a
"band" instead of just discrete "channels."
