Ron -

You mentioned short antenna requirements...  The antennas need not be short physically but they tend to be short in terms of wavelength so matching is important.  Performance can be pretty good - remember that ships used to use this band and they had wire antennas strung between two masts or a fairly short vertical with transmitters of fairly low power.  You can't have a very big antenna on a ship.
