[CW] Elimination of CW-Only Sub-bands

It is fascinating how some hams want to narrow the focus of the hobby and restrict operations.  Their desire for control and to benefit their favorite operating methods result in these periodic regulatory proposals, which I naturally oppose.  My perspective is that the more modes and manners of operating, the better.  The variety keeps the hobby vigorous and strong.
