READING THE PETITION IT APPEARS THE INTENT IS TO REMOVE CW COMPLETELY FROM THE 2200M, 630M, 30M, 6M, AND 2M BANDS. 

COMPARE THE WORDING OF PARAGRAPHS 20 THRU 32 AND PLEASE NOTE PARAGRAPH 25 QUOTED BELOW: 

"25. In the entire 30 meter HF Band, Symbol Communication modes are exclusively authorized. " 

COMPARISON OF THIS TO PP 24 AND 26 WITH SPECIFIC ALLOWANCE OF MANUAL CW IN THOSE BANDS MAKES THE EXCLUSION CLEAR.
