[CW] Elimination of CW-Only Sub-bands

Yawn!

I'm not sure how the FCC even let this proposal become open for discussion, 
because it essentially asks for something which already exists.

Pure and simple, in Part 97 there is no HF sub-band which is exclusively CW. 
Not one.

While CW is the only mode allowed on all HF frequencies, CW shares every 
single Hz from 160m up to 10m with some other mode.

The only "CW-only" sub-bands are on 6-meters and 2-meters.
