[CW] A dilemma

Here is a quote from an email message I received this weekend.

“Just making sure you heard my call right... (Call deleted) Thank you for putting up with me as I'm a fairly new CW op”

The problem is this…..  this fellow is not in my log, but I think he truly believes that he is.

At the time of the requested confirmation, I was working CW in the RAC “Canada Day” contest, exchanging signal reports and serial numbers.  Slightly off the side of my frequency I heard a fellow sending RST, Name, etc, as though he were working someone, and I also heard my name in the transmission (not a common name).

Honestly, I thought it was someone trying to harass me, and I ignored the guy.  It now appears he was a new guy unfamiliar with CW operation who answered my CQ off freq, and honestly believes we have a contact.  Ignoring this request would be rude to a newcomer, but sending a card doesn’t seem quite right either.
