Hans, you keep asking that question, and I keep giving you the answer - do you have a learning disability?  Or are you just being a cranky old man that repeats himself?  Hard to tell on email...

If you want to operate on 475 kHz, you need a license.  And the only license you can get is an experimental radio service permit.  There is no relationship between "experimental" and the frequency.  Experimental permits are granted for all kinds of limited term operation on frequencies from DC to daylight.  My "experiment" in the case of WH2XHY is to see what can be done on that band using ham techniques, with limited power and inefficient antennas as you are possible on a typical suburban home.
