[CW] What is a Stair Gauge used for??

Sorry should have been clearer:   They are usually used in carpentry with a square (right angle measurement device) to create a fixed triangle shape that you can easily use to make the notches in the boards that hold up a set of stairs.  The repeatable shape helps make all the stair heights and depths exactly the same.
