I don't interepret this as banning CW from this segment but
moving a part of the segment for data including RTTY. Actually, the
wording of the paragraph about 40 meters suggests the ARRL does not want
to do anything to this band. Please remember that, at least in the US,
CW is permissible on any frequency where amateur service is allowed.
