[CW] A report for those who are considering 475 kHz

Experimental License - Part 5 FCC.
For emissions and frequencies not able to be licensed otherwise.
So a bunch of hams asked for frequencies near 500 kc/s to be used for
digital modes and CW.
That fits Part 5 of FCC rules.
