[CW] A report for those who are considering 475 kHz

I hope I've not been misleading anyone on this point David.  I think my original message made this pretty clear.  Hams can set up a receiving system and use WSPR or their ears to check out the activity, and they can certainly plan and build stuff to get ready.  And the most enthused can apply for experimental permits.
 
Speaking of building things, I'm hearing a lot about a kit being offered by John Molnar, WA3ETD / WG2XKA.  It is transmitting downconverter for 630 meters.
