OK, I'll bite.
How do you "protect" CW?
....Make it a crime to throw away a crappy Bencher paddle?
....Require daily posting to this reflector?
....Require a doctors order to use a microphone?
....Require school children to hold their hand over their heart each morning
and pledge allegiance to Morse?
....Establish Morsodism as a recognized tax-exempt religion?
High sounding noble sentiment, but as a practical matter really nothing more
than that.

The chairman of the VERON , Remy Denker PA3AGF, has guided the
Netherlands as the first country in the world that managed to get Morse
Code protected by the UNESCO as immaterial world cultural heritage.
Belgium (ON) will follow soon.
So this makes CW not just another digital mode, but it gives hams the
challenge to keep the heritage alive. Hw abt the ARRL?
