     Thanks for the clarification.  It would be interesting 
to know something about Johnston's background, it sounds 
like he didn't understand the basic relationship of power to 
voltage or of the definition of peak, average and RMS. While 
the ratio of _peak_ power at 100% modulation in an AM signal 
is four time carrier the _average_ is 1.5 times carrier so 
by this definition any 1KW AM transmitter would be legal. 
However, that isn't PEP.
     The Canadian standard you mention would be about right 
for the carrier output of a typical plate modulated class-C 
AM stage with 1KW input.
