OK,

Why protect CW when CW is the best penetrating mode forever. Not the 
best due to the 100 yr advancement of technology but due to the brains 
optimized over a million years of the receiving person?

The SSB portion of the band is not to protect CW against SSB but to 
protect SSB against CW. (and any other 2.5 kHz wide digital signal)

I was licensed in 1957, The 80m was overcrowded at night, with all kind 
of military and commercial coded stations and modulation schemes, my 
receiver a B21B, bought for $30 and carried on my bike through city 
traffic to home, a risky enterprise,  was at least 6 kHz wide, still I 
enjoyed a lot of QSO's including 4X4 and CN with a 40 m long Zepp 2 m 
above the flat roofs of the chained (no space between) houses in the street.

You always have a challenge, and the challenge is what you want. Spend 
your time to develop technology in order to solve the induced problems, 
by the guys that make the rules because they don't have the weight to 
solve technical problems. (Lack of weight is the reason for floating to 
top level)
That is what better matches to the by the ITU defined selfdevelopment of 
the amateur service than exercising politics. The brain will always win, 
especially when trained that way.
