Bruce, Your proposal is good for people who care about clarity and 
accuracy. It would make sense for the international standards folks to 
take up the issue. I doubt it would have any affect on journalists.

By the way have you ever wondered why the letters used as multipliers 
are mostly capitalized for the greater than one multipliers, but not for 
Kilo? k = Kilo, M = Mega, G = Giga, and they are lower case for less 
than one m = milli, p = pico, n = nano, lower case u = micro if you 
don't have the Greek letter available. The reason is the upper case K is 
for Kelvin. I'm not sure why upper case G is used for Giga, when it is 
also used for Gauss.
