[CW] Changes to commercial license requirements

Courtesy of the Maritime Radio Historical Society, the FCC has amended 
the regulations regarding commercial licenses, in particular the 
commercial radiotelegraph licenses.

It's sort of a long read, but I thought this might be of interest to CW 
buffs since it involves the use of code:
