The UK Royal Navy ceased morse for radio in 1996, but retained it for
flashing, and last time I asked (about a year ago) they still do.
However I note the new Type 45 destroyer just coming into service
does not have any permanent signal lights.

Its big advantage is that the enemy can't listen in, unlike radio.
