Now that is a good idea Frank.  In fact most of the commercial transmitters I have seen have a feature for that.  Simply put it in CW mode and turn off the VOX and you will be able to key the sidetone without transmitting.

When I first got my license we used to look for chirpy signals because 

they usually belonged to DX stations.



As to the code practice oscillator,  just tune the receiver to a carrier 

and key one side of the line going to the headphones.
