[CW] J38 - a question

I'm probably supposed to know this, but somehow my military education was 
neglected on the point.

The classic J-38 keys have a pair of isolated (not connected to the key 
mechanism) contact posts designated "TEL" and "LINE", and connected by a 
shorting strap.

Our shipboard Navy keys (type xxx-23146) did not have those posts.  What was 
the purpose of the posts and the shorting strap between them?  Must be an 
Army thing.
