[CW] ARRL Seeks Input for New IARU Region 2 Band Plan

For what it's worth, at first glance I'm not a big fan of it.  It looks like 
a re-do of regulation by bandwidth, CW is given minute 'official' portions 
of the band(s) and it gives a greater piece of the band to digital.

I need re-read it again admittedly, but I would encourage all to look at it 
and make thoughtful comments if it appears biased from the existing 
bandplan.
