Local battle-group tactical communications would not even stutter.

Long range emergency backups channels would be up within minutes.

Higher capacity long distance workarounds, already exercised in periodic tests, would be operational within hours.

Full capacity long distance communications would be operational within days.

None would involve training up a new crop of communicators.

So I would suggest that if it came to an emergency where the computers were out and the satellites down, it is only a couple of weeks to basic communication.
