Therein lies the problem.  We were jammed with communications messages back 
in the CW days, jammed again when we went to RTTY, again when 
packet/satellite.  The users will jam a system with unimportant garbage no 
matter how fast and furious you send their communications.  If there is a 
world wide communications blackout of modern methodology, and we were to go 
backward to previous systems/methods, the number and sizes of messages would 
have to be reduced to a pittance (meaning only those messages that are 
really important, would be sent).  Give the customer a cup, and he takes a 
gallon.  We WOULD still be able to communicate, just not to the extent that 
todays users are used to.
