[CW] 40M QRM reduction coming

Yes- and many of them are using SSB smack dab in the middle of where we
normally send CW or RTTY, etc. Too bad we can all get together and approve
sub-bands to stop that.
CW below 7.1 and SSB above there would be a nice start. Get rid of these
silly splits we have had to use for decades.
