In military communications IMI (overscored) was the prosign for "repeat" and 
was not generally recognized as "?".

It was used two ways --- 

--- when sending, to indicate you were repeating an unusual word, as in 
"HRBEK IMI HRBEK".

--- when receiving to request a repeat, as in "IMI WA (word after) KENT".

The interrogation prosign was "INT" and was used to indicate a question.

For example, a ham might send "QSL?".  A military operator would send "INT 
QSL".
