[CW] QTC - Unknown Station 3647.5 kHz

nr 39 d  04 00:59:07   1986   ( His preamble)

In the time group note the use of the colons,  seldom if ever used in ham 
radio... it is used in your computers clock read out, therefore I think 
these messages may be random generated by someones CPU...and the time is 
being stamped on them as they come out...


We also never used them in message traffic date and time, no sure about 
government comms if they used them or not.????
