[CW] QTC - Unknown Station 3647.5 kHz

Here is a report from the SSB ops who are not too happy with the CW
station..
"that darn CW, it got to be generated by machine, aint no doggone
keyboard".......
"It 27 to 28 wpm doggone , I got the Mix-W a on him , aint let up yet."
Maybe that will help????
